Yes - modding GTA 6 is legal on PC for single-player and private sessions. Take-Two's official modding policy permits non-commercial personal-use mods.

Selling original custom maps is permitted as long as the maps don't include ripped Take-Two IP. Free maps live on GTA 6 Maps; paid releases go to GTAMODDING.NET.

Custom multiplayer frameworks (FiveM, RAGE MP) run on private servers separate from official Rockstar infrastructure, so they're permitted.
